Budgeting remains a critical managerial tool in shaping organizational strategy, controlling costs, and facilitating decision-making. However, in today's dynamic business environments characterized by rapid technological changes, market volatility, and economic uncertainties, traditional budgeting techniques face significant challenges. This study explores advanced budgeting techniques adapted for dynamic business contexts, such as rolling forecasts, zero-based budgeting, activity-based budgeting, flexible budgeting, and beyond budgeting models. The paper presents a comparative analysis of these techniques, highlighting their applicability, strengths, and limitations in volatile environments. Data was collected from manufacturing and service sector firms in Pakistan through surveys and case studies. Results indicate that flexible and rolling budgeting approaches significantly enhance adaptability and financial control. The study also recommends integrating technology-enabled budgeting software to improve real-time decision-making. These insights provide a roadmap for managers and financial professionals to optimize budgeting processes in rapidly changing business landscapes.
